As expressed in the mission statement, ATAC's purpose is to demand that animal crimes are treated like any other crime. ATAC recognizes the valuable role of private and government humane organizations through programs such as spay/neuter, shelter, rehabilitation, adoption and community education. However, ATAC invites the support of all humane organizations in joining our campaign to demand that law enforcement, exclusively, investigate calls of animal neglect, abuse and cruelty. If humane organizations choose to conduct their own investigations, ATAC challenges sponsors of these humane organizations to scrutinize the nature and results of such animal investigations as a condition of continued support.

ATAC seeks community feedback on the effectiveness of law enforcement in response to calls about animal crimes. ATAC, in return, will share this feedback with the appropriate law enforcement officials. It is our belief that as an organization we can have a greater impact on police policy than we can as individuals.

Likewise, ATAC seeks community feedback on the effectiveness of investigations conducted by humane organizations. Since humane investigators lack both the power to arrest offenders and the authority to seize abused animals on the spot, ATAC does not believe humane organizations should conduct their own investigations. We are concerned that such investigations may undermine the legitimacy of these serious crimes and perpertuate absent or ineffective response by law enforcement. ATAC will share this feedback with humane organizations.

The well established link between animal crimes and crimes against people furthers the absolute necessity for an effective and predictable response by law enforcement. Anything less is unacceptable.
